Construction of Urban Block Spatial Resilience Index System under Flood Disaster

摘要: 随着全球气候变化多端洪水灾害发生频率大大提高,为人们生产生活带来巨大安全隐患。科学地构建洪水灾害下的城市街区空间韧性评估,是降低灾害损失、提高城市抗洪韧性的重要基础和保障。本文针对洪水灾害下城市街区空间韧性从本体健壮性、空间、功能满足三个维度进行了探讨,遵循科学、全面、系统、可操作和适用等原则,构建了城市街区空间韧性指标体系,旨在为洪水灾害下城市街区空间韧性指标体系构建提供理论基础,为以后提高街区韧性的具体应对措施提供参考依据。
Abstract: With the global climate change multi-end flood disaster frequency greatly increased, for people's production and life bring huge safety risks. It is an important basis and guarantee for reducing disaster loss and improving urban resilience to scientifically construct urban block spatial resilience assessment under flood disaster. Space under the city blocks, toughness of flood, the author of this paper from the ontology of robustness, space, function satisfy the three dimensions are discussed in this paper, follow the scientific, comprehensive, systematic, operational and applicable principle, to build an index system of urban street space toughness, aimed at flood disasters space under the city blocks, toughness index system construction to provide theoretical basis, It provides reference for concrete measures to improve resilience of blocks in the future.
