摘要：河长制与湖长制的理念源于党的十九大精神，是对山水林田湖草系统相关治理的重大措施，是落实绿色可持续发展的重要理念，对于解决我国复杂水问题具有重大的意义，此次研究河长制与湖长制理念在水资源管理工作落实情况，以临沂市方城河及柳青河建设为研究对象，进行深入分析临沂市在水资源管理工作开展进程中河长制与湖长制理念的运用效果，并在此基础上针对临沂市方城河及柳青河建设存在的问题进行分析，并提出相应的对策。
Abstract: The concepts of the river chief system and the lake chief system originated from the spirit of the 19th National Congress of the Communist Party of China. They are important measures for the management of the mountains, rivers, forests, fields, lakes and grass systems. They are important concepts for implementing green and sustainable development. It is of great significance to study the implementation of the concept of the river chief system and the lake chief system in water resources management. Taking the construction of Fangcheng River and Liuqing River in Linyi City as the research object, an in-depth analysis of Linyi City's water resources management work is carried out. The application effect of the concept of river chief system and lake chief system is analyzed, and on this basis, the problems existing in the construction of Fangcheng River and Liuqing River in Linyi City are analyzed, and corresponding countermeasures are put forward.
