摘要:城乡建设用地增减挂钩政策实施以来,有效的缓解了各地建设用地指标紧缺和资金紧张的现状,优化了城乡建设用地布局,有效的保护了耕地。城乡建设用地增减挂钩节余指标流转政策实施以来,探索了建设用地资源优化配置的新方式,通过建设用地指标和资金的互换流动,互相促进发展,一方获得建设用地指标,有效解决建设用地指标紧缺,促进项目落地和经济发展,另一方获得指标流转资金,缓解资金紧张压力,促进乡村振兴和改善民生。增减挂钩指标的产生流转不仅需要通过严密的制度设计,更需要通过一种技术手段作支撑保障,来监督政策的执行。地理信息系统作为一种以空间数据为基础的决策支持系统,可以作为对城乡建设用地增减挂钩政策执行、项目实施验收、指标流转等全流程监管的一种有效技术支撑方式。
Abstract: Since the implementation of the policy of linking the increase and decrease of urban and rural construction land, it has effectively alleviated the shortage of construction land indicators and funds, optimized the layout of urban and rural construction land, and effectively protected cultivated land. Since the implementation of the transfer policy of linking the increase and decrease of urban and rural construction land with savings indicators, we have explored new ways to optimize the allocation of construction land resources. Through the exchange and flow of construction land indicators and funds, we can promote each other's development. One party obtains the construction land indicators, effectively solve the shortage of construction land indicators, promote project implementation and economic development, and the other party obtains the indicator transfer funds to alleviate the pressure of capital shortage, Promote rural revitalization and improve people's livelihood. The generation and circulation of increase / decrease linked indicators not only need to be through strict system design, guaranteed by a technical means to supervise the implementation of policies. As a decision support system based on spatial data, GIS can be used as an effective technical support for the whole process supervision of urban and rural construction land increase and decrease linkage policy implementation, project implementation acceptance, index transfer and so on.
