Discussion on Investment Management of Coalbed Methane Development

摘要： 本文结合当前煤层气开发建设的特点，仔细分析投资管理现状和问题，结合实际应用，针对性地从项目前期、项目实施到竣工决算、项目后评价等全生命周期过程中的投资管理提出了四个方面的具体对策，通过推行三个“一体化”设计理念、推行定额化管理、构建投资预警机制，强化监督考核机制等具体的措施手段，精细化管控煤层气开发建设各个阶段的投资，最终为煤层气高效开发提供了强劲的管理保障。
Abstract: Combined with the characteristics of current coalbed methane development and construction, this paper carefully analyzes the current situation and problems of investment management, combined with practical application, and puts forward four specific countermeasures for investment management in the whole life cycle process from the early stage of the project, project implementation to final settlement and post project evaluation. Through the implementation of three "integration" design concepts, the implementation of quota management and the construction of investment early warning mechanism, Strengthen the supervision and assessment mechanism and other specific measures to finely control the investment in each stage of CBM development and construction, and finally provide a strong management guarantee for the efficient development of CBM.
