Measurement and Evaluation of Green Development Efficiency in Poverty Alleviation Areas
in Liaoning Province

摘要： 随着“乡村振兴”及“双碳”战略目标的提出，继打赢脱贫攻坚战之后，脱贫地区绿色发展问题受到广泛关注。本文结合经济、环境、科技、就业、消费等方面的指标数据对辽宁省15个脱贫县的发展现状进行分析，在考虑环境污染非期望产出的基础上利用超效率SBM模型对2011-2018年15个脱贫县的绿色发展效率进行测度，分析阻碍脱贫地区绿色发展水平提升的关键因素，并基于研究所得结论提出有针对性的对策建议。
Abstract: With the proposal of "rural revitalization" and "dual carbon" strategic goals, after winning the battle against poverty, the issue of green development in poverty alleviation areas has received widespread attention. This paper analyzes the development status of 15 poverty alleviation counties in Liaoning Province based on the indicator data of economy, environment, science and technology, employment, consumption, etc., and uses the super-efficiency SBM model to analyze the 2011-2018 period on the basis of considering the undesired output of environmental pollution. Measure the green development efficiency of 15 poverty alleviation counties, analyze the key factors hindering the improvement of the green development level in poverty alleviation areas, and put forward targeted countermeasures and suggestions based on the conclusions of the research.
