摘要： 考虑软课题项目所独有的特点，提出一种基于层次分析法的软课题采购供应商选择评价指标体系建立方法。该方法首先通过对企业技术人员、采购人员等相关方进行访谈、问卷调查，得到软课题采购供应商关注的影响因素；然后建立以科研能力、合作态度、企业资信和质量管理能力为准则层并内含13项措施的递阶层次结构模型；最后利用德尔菲法，各专家给出各个因素之间的影响值构建判断矩阵，并计算组合权重向量，进行一致性检验，得出各措施指标在该体系中的综合排序。该方法结合定性法和定量法的优点，为采购软课题供应商的评价体系选择和权重量化提供借鉴方案。
Abstract: Considering the unique characteristics of soft topic projects, this paper proposes a method for establishing an evaluation index system for soft topic procurement supplier selection based on AHP. This method firstly obtains the influencing factors of soft topic procurement suppliers through interviews and questionnaire surveys with related parties such as enterprise technical personnel and procurement personnel; A hierarchical structure model containing 13 measures; finally, using the Delphi method, each expert constructs a judgment matrix by giving the influence values between various factors, and calculates the combined weight vector, and conducts a consistency test. Comprehensive ranking in the system. This method combines the advantages of qualitative and quantitative methods, and provides a reference scheme for the selection of evaluation system and weight quantization of suppliers of procurement soft topics.
