摘要： 新科技革命将人类推向以智慧治理为支撑的社会新阶段，突如其来的新冠肺炎疫情给城市智慧治理带来了严峻挑战。面对数据整合不足、平台建设滞后、数据缺乏价值理性、信息资源存在鸿沟、信息侵权等问题，应完善配套体制机制，厘清治理主体权责，扩大数据感知监测，强化数据科学支撑，健全基层智慧建设，推进治理试点示范，着力提升基层社区智能化水平，促进“人治”与“技治”的良好融合，实现城市复兴对健康生活和健康发展的引领。
Abstract: The new scientific and technological revolution has pushed mankind to a new stage of society supported by smart governance. The sudden outbreak of COVID-19 has brought severe challenges to urban smart governance. In the face of problems such as insufficient data integration, lag in platform construction, lack of value rationality in data, gaps in information resources, and information infringement, it is necessary to improve supporting systems and mechanisms, clarify the rights and responsibilities of governance bodies, expand data perception monitoring, strengthen data science support, and improve grassroots wisdom. Construction, promote governance pilots and demonstrations, focus on improving the intelligence level of grass-roots communities, promote the good integration of "people's governance" and "technical governance", and realize the guidance of urban rejuvenation for healthy life and healthy development.
