Research on the Overlapping Characteristics and Synergistic Control of Ecological Protection Red Line and Protected Land: Ningde Gutian as an Example

摘要： 生态保护红线在我国生态文明建设中具有极其重要的作用，是我国政府部门加强自然生态质量、构建社会和谐文明的主要手段。现阶段我国对于保护地尚未出台明确监管制度，在实际工作中具有管理职能不明确、空间区域重叠以及界限模糊等问题。基于此，本文通过对生态保护红线内容进行简单分析，以此探究保护地与生态保护红线之间的关系，对宁德古田保护区实际情况进行研究，以此提出对保护地与生态保护红线协调管控的有效措施，以供参考。
Abstract: The ecological protection red line plays an extremely important role in the construction of ecological civilization in China, and is the main means for Chinese government departments to strengthen the quality of natural ecology and build a harmonious and civilized society. At this stage, China has not yet issued a clear regulatory system for protected areas. In practice, there are problems such as unclear management functions, overlapping spatial regions, and blurred boundaries. Based on this, this paper explores the relationship between protected areas and ecological protection red lines by simply analyzing the content of ecological protection red lines, and studies the actual situation of Ningde Gutian Reserve, so as to propose some effective measures for coordinated management and control of protected areas and ecological protection red lines, which are for reference.
