Calculation and Analysis of Investment and Financing and Risk Expenditure for Sponge City Construction

摘要：海绵城市建设理念渗透到城市建设中的方方面面，但由于投资大，地方政府资金有限，以天津宝坻区海绵城市实施方案建设（二期）为例，结合国内已有典型案例，对城区海绵城市实施方案投融资及风险研究分析，提出针对不同建设主体，分类选用不同的融资方式，分析计算风险支出，有效的减轻政府财政压力。
Abstract: The concept of sponge city construction has penetrated into all aspects of urban construction, but due to large investment and limited local government funds, taking the construction of sponge city implementation plan (Phase II) in Baodi District, Tianjin as an example, combined with typical domestic cases, this paper analyzes the investment, financing and risk of urban sponge city implementation plan, and proposes to select different financing methods according to different construction subjects, analyze and calculate risk expenditure, thus effectively reducing the financial pressure of the government.
