Study on Risk Sharing of Urban Underground Utility Tunnel under PPP Mode

摘要:在采用PP模式的综合管廊项目中,政府和私人部门都会面临着各种风险因素,风险因素分配不均会导致参与方产生矛盾,进而导致项目失败。因此合理的风险分担机制是项目成功的前提。文章以政府和私人部门对于各风险因素的风险控制能力、承担意愿和承受能力作为主要评价指标,提出以余弦距离取代传统欧式距离的改进TOPSIS法,建立风险分担模型,确定风险初始分担方。通过实例分析验证该模型的可行性。
Abstract: In the project of utility tunnel adopting PPP modle, both the government and the private sector will face various risk factors.Uneven dlitrilution of risk factors will lead to conlicts among the participants, which will lead to the failure of the project. Therefore, areasonable risk sharingmechanism is the prerequisite for the success of the project. This paper takes the risk control ability,willingness tobear and endurance of the govermment and the privalte sector for various risk factors as the main evaluation indlicators,puts forward animproved TOPSIS method that replaces the tradlitional Euclidean distance with cosine distance,establishes a risk sharing model
and
determines the initial risk sharing party. The feasibility of the model is verified by an example analysis.
