Dynamic Evaluation of Regional Eco-environmental Governance Performance in Jiangsu Province under the Background of Green Development

摘要:评价政府生态环境治理绩效并提出提升路径是推进绿色发展的重要路径，本文首先基于DPSIR模型构建了政府生态环境治理绩效评价体系,然后基于改进的可拓云模型对江苏省2011-2020年的生态环境治理绩效进行动态评价,最后分析江苏区域生态环境治理的差异性。研究表明:江苏省总体生态环境治理绩效云模型特征值分别为(2.5168,0.2956,0.1),生态环境治理绩效介于优秀和良好之间,接近良好。苏南、苏中.苏北三个区域生态环境治理绩效呈现非均衡发展态势。江苏省应从优化产业结构、坚持区域协同发展等方面进行完善,以推进江苏省绿色低碳发展。
Abstract: Evaluating the govemment'sperformance in ecological and environmental govermance is an important path to promote greendevelopment.Finstly, the govemnment eco-environmental govemance performance evaluation system was constructed based on DPSIR modelin this paper, and then the eco-environmental govemance performance of Jiangsu province from 201l to 2020 was dlynamically evaluatedbased on the improved extension matent-clement cloud model.Finally, the differences of regional ecological environmental govemance inJiangsu.'Tlhe results showed that the characteristic values of the cloud model of the overall eco-environmental governance peformance inJiangsu province were (2.5168,0.2956,0.1).The eco-environmental govermance performance was between excellent and godl, and close togood level. ln order to promote the green and low-carbon development, the enhancement path should be implemented such as optinizingindustrial structure,adhering to regional coordinated development,etc.
