Research on the Evaluation of Emergency Industry Resilience Level in Beijing-Tianjin-Hebei Region

摘要：提升应急产业韧性水平是促进应急产业高质量发展，提高突发事件处置能力，健全我国应急管理体系的重要内容之一。本文以应急产业为研究对象，从抵御力、恢复力和可持续发展能力三个方面衡量产业韧性，其中抵御力和恢复力选取应急产业多样化指标进行表征，可持续发展能力选取创新能力指标进行表征。通过运用熵值法测度得到京津冀三个省市的应急产业韧性水平。研究结果表明，京津冀三个省市的应急产业韧性水平较低，面对不确定性因素带来的风险和挑战表现出的抵抗力、恢复力以及可持续发展能力不足。作为我国重要的战略性城市圈之一，京津冀地区亟需加强应急产业韧性建设。建议一方面加强应急产业示范基地建设力度，形成区域性产业链，一方面加大应急产业创新投入，提高产业创新能力，以此提升京津冀地区乃至全国应急产业韧性水平。
Abstract: Improving the resilience level of emergency industry is one of the important contents to promote the high -quality development of emergency industry, improve the ability to deal with emergencies and improve China 's emergency management system. This paper takes the emergency industry as the research object, and measures the industrial resilience from three aspects: resistance, resilience and sustainable development ability. The emergency industry diversification index is selected to characterize the resistance and resilience. The sustainable development ability is characterized by the innovation ability index. By using the entropy method, the resilience level of emergency industry in three provinces and cities of Beijing, Tianjin and Hebei is measured. The results show that the resilience level of emergency industry in the three provinces and cities of Beijing, Tianjin and Hebei is low. As one of the important strategic urban circles in China, the Beijing-Tianjin-Hebei region urgently needs to strengthen the resilience construction of emergency industries. On the one hand, it is suggested to strengthen the construction of emergency industry demonstration base and form a regional industrial chain. On the other hand, it is suggested to increase investment in emergency industry innovation and improve industrial innovation ability, so as to enhance the resilience level of emergency industry in Beijing-Tianjin-Hebei region and even the whole country.
