Economic System Evaluation Method and Its Application for Nanzhou Water Plant Construction Project

摘要:本文详细阐述了南洲水厂建设项目的经济系统评价方法及其应用。项目位于广州市白云区,旨在满足该地区因经济快速发展和人口增长导致的供水需求。本评价依据成本效益分析(CBA)、内部收益率(IRR)、净现值(NPV)等经济学理论和方法,全面分析了项目的投资估算、成本效益,以及潜在风险。通过数据驱动的分析,本文展示了项目在直接经济效益、间接经济效益、社会和环境效益上的预期成果,同时识别了资金筹措、政策变动、技术实施和环境变化等不确定性因素,并提出相应的风险管理策略。
Abstract: This paper describes in detail the economic system evaluation method and its application for Nanzhou Water plant construction project. Located in Baiyun District, Guangzhou, the project aims to meet the water supply demand caused by the rapid economic development and population growth in the region. Based on economic theories and methods such as cost-benefit analysis (CBA), internal rate of return (IRR) and net present value (NPV), this evaluation comprehensively analyzes the investment estimation, cost-benefit and potential risks of the project. Through data-driven analysis, this paper presents the expected outcomes of the project in terms of direct economic benefits, indirect economic benefits, social and environmental benefits, identifies uncertainties such as financing, policy changes, technology implementation and environmental changes, and proposes corresponding risk management strategies.
