摘要：在 21 世纪，随着经济的快速发展和人口的不断增长，自然资源的开发利用日益频繁，如何科学合理地管理自然资源资产已成为全球性的议题。自然资源不仅是经济增长的物质基础，更是维护生态平衡、保障人类生存和发展的重要条件。因此，构建自然资源资产价值体系，对于促进资源的合理利用、生态保护和经济可持续发展具有至关重要的作用。自然资源资产价值体系旨在通过科学的评估方法，全面、准确地反映自然资源的经济、生态和社会价值。它不仅能帮助我们更好地理解自然资源的属性和价值，还能为政策制定、规划编制、生态补偿和资源配置等提供有力的支持。在当前全球资源紧张、生态环境恶化的背景下，构建自然资源资产价值体系显
得尤为重要。
Abstract: In the 21st century, with the rapid development of the economy and the continuous growth of the population, the development and utilization of natural resources have become increasingly frequent. How to scientifically and reasonably manage natural resource assets has become a global issue. Natural resources are not only the material basis for economic growth, but also an important condition for maintaining ecological balance and ensuring human survival and development. Therefore, building a natural resource asset value system plays a crucial role in promoting the rational utilization of resources, ecological protection, and sustainable economic development. The natural resource asset value system aims to comprehensively and accurately reflect the economic, ecological, and social value of natural resources through scientific evaluation methods. It can not only help us better understand the attributes and value of natural resources, but also provide strong support for policy -making, planning, ecological compensation, and resource allocation. Against the backdrop of global resource scarcity and deteriorating ecological environment, it is particularly important to establish a natural resource asset value system.
